Are a muster station and a Temporary Refuge the same thing?

Not necessarily. A muster area is where people assemble and are accounted for. A TR is a protected location with a defined survival function. A muster area may be inside a TR, and alternative muster locations may be needed for scenarios that impair the main TR.
